I connected my iPhone to my computer and get the message -- Photos in the camera roll of iPhoto cannot be imported because the devise is locked with a passcode.

Thing is, the phone is unlocked when it says this. I'm desperate as my phone is totally full and have to get the photos off of it. Help appreciated!

If you open iTunes, does iTunes recognize the iPhone (and that it's unlocked)? I'm guessing you may need to open iTunes to do the "trust" dialog there if you haven't on this computer before. https://support.apple.com/en-us/HT202778

If iTunes doesn't recognize the iPhone as unlocked either, try rebooting both the iPhone and Mac (it sounds crazy, I know, but it's true), or switch out the USB cable (and the USB port too if you have multiple ports.)

Still not able to import photos from iPhone to iPhoto on my Mac after trying those things. Anything else I can do? I'm pretty desperate as they are family photos and my space on the phone is pretty much down to zero.

Just tried Image Capture. It says "Please unlock iPhone". It's not locked (phone is on and used passcode) so I don't know what's up.

Don’t know if this will help your situation, but I had a similar problem recently after getting an iPhone 7 Plus. iPhoto recognized my iPhone, but I was unable to import any photos. iPhoto was stalled indefinitely on “loading
” Finally I stumbled on a fix. Unlike on my old iPhone 5 (running iOS 10.2, I think) the new iPhone (or iOS 10.2.1?) requires that Photos on the iPhone be open and running at the time I connect the cable to the Mac, otherwise iPhoto will not initiate the import from from the phone (and of course the phone has to be unlocked too). Whereas before, the phone could be asleep when I connected to iPhoto, and would still send the photos to my Mac.

I connected my iPhone to my computer and get the message -- Photos in the camera roll of iPhoto cannot be imported because the devise is locked with a passcode.
Thing is, the phone is unlocked when it says this. I'm desperate as my phone is totally full and have to get the photos off of it. Help appreciated!

Don’t know if this will help your situation, but I had a similar problem recently after getting an iPhone 7 Plus. iPhoto recognized my iPhone, but I was unable to import any photos. iPhoto was stalled indefinitely on “loading
” Finally I stumbled on a fix. Unlike on my old iPhone 5 (running iOS 10.2, I think) the new iPhone (or iOS 10.2.1?) requires that Photos on the iPhone be open and running at the time I connect the cable to the Mac, otherwise iPhoto will not initiate the import from from the phone (and of course the phone has to be unlocked too). Whereas before, the phone could be asleep when I connected to iPhoto, and would still send the photos to my Mac.

Still not able to import photos from iPhone to iPhoto on my Mac after trying those things. Anything else I can do? I'm pretty desperate as they are family photos and my space on the phone is pretty much down to zero.
Help greatly appreciated!

If you open iTunes, does iTunes recognize the iPhone (and that it's unlocked)? I'm guessing you may need to open iTunes to do the "trust" dialog there if you haven't on this computer before. https://support.apple.com/en-us/HT202778
If iTunes doesn't recognize the iPhone as unlocked either, try rebooting both the iPhone and Mac (it sounds crazy, I know, but it's true), or switch out the USB cable (and the USB port too if you have multiple ports.)
